Why Chuck Reed made so many mistakes?

From the Little Saigon saga, what should we make out of Chuck Reed, the Mayor of San Jose?

Chuck Reed did not act upon the wish of the majority
On 20th November 2007, after the San Jose RDA reported that the name Little Saigon was chosen by the majority, in front of thousands of Little Saigon supporters in the city hall, Chuck Reed, San Jose Mayor, made a controversial decision, naming the shopping area on Story Road “Saigon Business District”.

One may reason that Reed had many incompetent advisors around him who advised him, at that time, that the silent Vietnamese were the majority, not those who supported the name Little Saigon. Then, one could say that Chuck Reed was a naive politician, who could not feel the community pulse, in other words who did not act upon the wish of the majority.

Over three months later, after many continuous weekly protests on Tuesdays demanding the name Little Saigon and protesting against Councilwoman Madison, especially after the big rally on March 2nd 2008 attended by 5 to 10 thousand people in front of city hall, 2 days later, on the 4th March 2008, Mr Reed threw out the name Saigon Business District. Reed’s action showed that he admitted the decision which he had made on 20th November 2007 was a wrong one. Up to this point, one still could reason that Reed was an absent minded politician.


Chuck Reed is inconsistent and manipulative

However, with more than 95% of attendees expressing their support for the name Little Saigon during the 4th March 2008 City Council meeting, Reed still did not agree with the majority, but made a tricky move, based on a petition with 92 signatures of business people in the shopping area on Story Road . If one takes this petition with 92 signatures as the ultimate guide, then clearly Reed was not thinking right from the beginning when he could have sought for the opinion of business people in this area.

It should be noted that during the period from 20th November 2007 to 4th March 2008, Mr Reed had also suggested to hold a referendum for all San Jose residents about naming the shopping area on Story Road . From a suggestion of a poll of around a million people, within a few minutes, he changed his mind and decided to go for the opinion of 92 persons.

First (on 20th November 2007), Mr Reed took no notice of the RDA survey, later (on 4th March 2008), he took no notice of the wish of the majority of people who cared about the name for the shopping area on Story Road . He’d rather waste the council money, by conducting a whole city referendum, which included many people who could not care less about this name, then finally decide upon the opinion of 92 persons.

With the above vicious manoeuvres, one cannot say that Mr Reed was absent minded any more, instead, Reed showed that he is a calculative person. He gave people an impression that there must have been a good reason for him to avoid the name Little Saigon, to avoid listening to the wish of the majority of Vietnamese communist refugees.

Then, on 13th March 2008, facing with the discovery of some fraudulent activities behind the petition which contains 92 signatures, facing with the failing health of Ly Tong, a well loved person by the community, after many days of hunger strike, once again Mr Reed changed his decision.

On 13th March 2008, he called a meeting with a few councillors and some representatives of the Vietnamese American community, got all to sign an agreement to erect a sign post with the name Little Saigon for the business area of Story Road . The agreement would not have the same value as a council’s naming decree, similar to the one that the City Council granted for Saigon Business District. Therefore, it seems that there still is a manoeuvre, a certain calculation in this latest decision from Mr Reed.

Should he think that leaving the naming of the place to the business people on Story Road was most appropriate, then after being aware of some fraudulent activities behind the petition which contained 92 signatures, then he could have done a not so costly survey by just asking these business people directly. The fact that he did not care about the opinion of local businesses, through his commitment on 13th March 2008, proved that the decision made on 4th March 2008, based on the wish of those business people on Story Road, was not appropriate, or if it was appropriate that Mr Reed did not respect it anyhow.

Ly Tong’s hunger strike and the people’s rally took place before the 4th March 2008 meeting, but Mr Reed took no notice, until the 13th March 2008, when Ly Tong was on the verge of collapsing, Mr Reed changed his mind because of the pressure, not because he cared about the people’s wish nor about the appropriateness of the issue or about the democracy.

Mr Chuck Reed has been extremely inconsistent.


Why Chuck Reed is so inconsistent?

In all his three decisions, 20th November 2007, 4th March 2008 and 13th March 2008, Mr Reed had all backflipped against what he had consulted or decided before.

Why could a politician, the head of the 11th (or 10th) largest city in the USA , act like a thoughtless person, so biased and in such an undemocratic manner? Did he lose his mind?

I don’t think he has lost his mind, because if he did, he would have ended up in a nursing home or in a mental health institution. In Vietnam , the communist government also works in such manner, they do not lose their mind. The cause of the unequal, undemocratic situation in Vietnam takes root in the corruption of the people in authority. I am afraid that this corrupt practice, or rather this criminal activity of the people in authority in Vietnam , has been passed on to the Mayor of San Jose. Mr Chuck Reed should not be admitted to a nursing home or a mental institution, he should be invited to visit the anti-corruption agency.

How come, in the democratic land of the USA , such a dishonest mayor can still exist?

Qua vụ Little Saigon thì chúng ta nên nghĩ như thế nào về ông thị trưởng Chuck Reed của thành phố San Jose?

Chuck Reed không theo nguyện vọng đa số

Ngày 20/11/2007, sau khi cơ quan tái thiết (RDA) của thành phố San Jose đã đưa kết quả tên Little Saigon được đa số chọn lựa, trước hàng ngàn người ủng hộ tên Little Saigon tại tòa thị chính, ông Chuck Reed, thị trưởng San Jose, đã ra một nghị định ngược dòng đời, đặt tên khu thương mại trên đường Story là "Saigon Business District".

Người ta có thể biện luận rằng xung quanh ông Reed có nhiều sự cố vấn chủ quan sai lệch, khiến vào thời điểm ấy, ông tin rằng số người ủng hộ tên Little Saigon không phải là đa số, mà đa số là những người Việt thầm lặng. Đến đây thì người ta có thể cho rằng ông Chuck Reed là một chính trị gia non tay, không bắt được mạch của cộng đồng, tức là không biết thuận theo ý nguyện của đa số.

Hơn ba tháng sau, sau khi có những cuộc biểu tình liên tục vào mỗi ngày thứ Ba đòi tên Little Saigon và chống đối nghị viên Madison, đặc biệt là sau khi có cuộc biểu dương từ 5 đến 10 ngàn người tai tòa thị chính trước đó 2 ngày, vào ngày 4/3/2008, ông Reed đã hủy bỏ cái tên Saigon Business District. Hành động này của ông Reed đã chứng minh rằng ông thừa nhận quyết định hôm 20/11/07 của ông là một sai lầm. Đến đây người ta vẫn có thể xem ông Reed như một chính trị gia lẩm cẩm, làm việc hàm hồ.


Chuck Reed bất nhất với những hành vi luồn lách

Thế nhưng, trước trên 95% cử tọa phát biểu ủng hộ tên Little Saigon trong cuộc họp Hội Đồng Thành Phố ngày 4/3/2008, ông Reed vẫn không chìu theo ý số đông, mà lại đi một nước cờ lắc léo mới, dựa vào một bản thỉnh nguyện gồm 92 chữ ký của thương gia trong khu thương mại đường Story. Nếu xem bản thỉnh nguyện 92 chữ ký này là kim chỉ nam, thì rõ ràng rằng ông Reed đã làm việc thiếu suy nghĩ ngay từ đầu. Từ đầu, tại sao ông Reed không thăm dò riêng ý kiến của các vị thương gia trong vùng này?

Nên nhắc lại là trong khoảng thời gian từ 20/11/2007 đến 4/3/2008, ông Reed còn đã đề nghị một cuộc bỏ phiếu của toàn thành phố San Jose để đặt tên cho khu thương mại đường Story. Từ một đề nghị bao gồm lấy ý kiến cả triệu dân, chỉ trong một vài phút, ông xoay qua quyết định lấy ý kiến của 92 người.

Trước ( vào ngày 20/11/07), ông Reed bất chấp bản thăm dò của RDA, sau (vào ngày 4/3/08), ông bất chấp nguyện vọng của tuyệt đại đa số những người có quan tâm đến cái tên của khu phố trên đường Story, mà ông thà làm một việc tốn tiền công quỹ, lấy ý kiến của cả thành phố, trong đó có rất nhiều người không quan tâm gì đến cái tên này, rồi thì sau đó ông thà lấy ý kiến của 92 người.

Trước những hành động luồn lách, lắc léo trên, người ta khó có thể nào cho rằng ông Reed lẩm cẩm, mà thay vào đó, ông Reed đã chứng tỏ ông là người tính toán. Ông đã làm cho người ta nghĩ rằng có một nguyên nhân nào đó đã khiến ông phải tránh né cái tên Little Saigon, tránh né việc nghe theo ý nguyện của đa số người Việt tị nạn Cộng Sản.

Thế rồi, vào ngày 13/3/08, trước sự phanh phui những gian trá trong bản kiến nghị có 92 chữ ký, trước sự suy giảm sức khỏe trầm trọng của anh Lý Tống, người được số đông quần chúng thương mến, qua nhiều ngày anh tuyệt thực, tuyệt ẩm, ông Reed lại một lần nữa thay đổi quyết định trước đây của ông.

Ngày 13/3/08, ông triệu tập một vài nghị viên và đại diện trong cộng đồng người Mỹ gốc Việt, ký vào một bản đồng ý chung, dựng bảng tên Little Saigon cho khu phố Story Road này. Bản ký tên chung này vẫn không có giá trị như một nghị định của thành phố để đặt tên cho khu vực, mà trước đây Hội Đồng Thành Phố đã ban hành khi lấy tên Saigon Business District (như vậy, có vẻ như vẫn còn một sự luồn lách, toan tính nào đó trong quyết định cuối cùng này của ông Reed).

Nếu ông cho rằng việc để cho các thương gia trong vùng Story Road quyết định tên của khu phố là hợp lý nhất, sau khi biết rằng bản kiến nghị có 92 chữ ký có sự giả mạo, ông có thể làm một cuộc thăm dò không mấy tốn kém, hỏi thẳng những thương vụ này. Việc không màn đến ý nguyện của thương gia trong vùng này, qua cuộc ký tên ngày 13/3/08, chứng minh rằng quyết định dựa trên nguyện vọng của thương gia khu thương mại Story Road vào ngày 4/3/2008 là không hợp lý, hoặc giả nếu nó hợp lý thì ông đã không tôn trọng nó.

Cuộc tuyệt thực của anh Lý Tống và biểu dương ý nguyện của người dân cũng có từ trước ngày đại hội 4/3/08, nhưng ông cũng đã không lý tới, cho mãi đến ngày 13/3/08, khi mà anh Lý Tống sắp gục ngã. Ông Reed thay đổi ý kiến vì bị áp lực, chứ không vì thuận theo ý dân, hay vì sự hợp lý, vì tính dân chủ.

Ông Chuck Reed đã hành xử vô cùng bất nhất.


Nguyên nhân khiến Chuck Reed nhiều lần hành xử bất nhất

Cả ba lần quyết định, ngày 20/11/2007, ngày 4/3/2008 và ngày 13/3/2008, ông Reed đều đi ngược lại điều mà ông đã tham khảo hay quyết định trước đó.

Nguyên nhân nào khiến một chính trị gia, đứng đầu một thành phố lớn hàng thứ 11 của hiệp Chủng Quốc Hoa Kỳ lại hành xử như một người thiếu suy nghĩ, vô cùng bất công, phi dân chủ như vậy? Ông ta lẩm cẩm chăng?

Lẩm cẩm thì chắc không phải rồi, một người lẩm cẩm như vậy thì đã vào viện dưỡng lão hay dưỡng trí viện. Ở Việt Nam, chính quyền CS cũng làm việc trớ trêu như vậy, và họ không hề lẩm cẩm. Nguyên nhân của sự bất công, phi dân chủ ở VN là sự hối mại quyền thế. E rằng cái thói xấu, hay nói đúng hơn là hành vi phạm pháp, của những người cầm quyền VN hiện nay đã lây sang ông Thị Trưởng của Hoa Kỳ. Ông Chuck Reed không nên vào viện dưỡng lão hay dưỡng trí viện, ông nên được mời vào viếng cục điều tra tham nhũng.

Ôi, giữa trời dân chủ của nước cờ Hoa, sao lại tồn tại một tay thị trưởng gian hùng như thế được?
