Subject: Request for Criminal Investigation

Dear Mrs Carr:

On March 4, 08, the San Jose City Council convened a meeting to reconsider a proposal on the name of Little Saigon for an area on Story Road, City of San Jose.

There were two motions regarding the issue. One motion was raised by Councilman Ken Chu, proposing that the area be named Little Saigon as asked for by Vietnamese Americans. The name previously had been openly put down by Councilwoman Madison Nguyen for different motives. Her position had been strongly backed up by Mayor Chuck Reed, and such other council members as Pyle, Williams, Chirco, Campos, Liccardo. More importantly, it appeared that the name also did not meet their hidden agenda, though a very, very large majority of Vietnamese Americans who love freedom have repeatedly and publicly demanded that the name be used. Another motion was made by councilman Liccardo asking that another name, instead of Little Saigon, shall be chosen by those who operate businesses on the strip. Councilman Liccardo's motion was based on a petition allegedly signed by 92 local businesses. The petition was submitted by Le van Huong. The council passed a resolution in favor of Councilman Liccardo's motion, and rejected Councilman Ken Chu's proposal.

For the past several months, in several previous meetings the city council with its majority of 6 members plus the mayor had persistently rejected the name Little Saigon. They used different tactics including a mean one to kill it.

After the motion was passed, at least 32 out of the 92 businesses came out, declaring that they did not sign the petition with the purported purpose.

This is a fraud committed by Le van Huong with a complicity of councilman Liccardo, and clearly with a support of the mayor and members of the City Council.

A thorough investigation would not only produce evidence as to how and why Madison Nguyen, the mayor and Council members were involved in the several- hundred- million- dollar Vietnam Town Project on the Story Rd, which was a source of the problems and but also help understand why they persistently and fervently denied adoption of the name Little Saigon.

We would add that Tang Lap Thanh, the owner and builder of the Vietnam Town project, after having taken large sums of down-payments from buyers, has filed a petition for bankruptcy to avoid payment of debts. A business relationship between Madison Nguyen, Mayor Chuck Reed and other Council members with Tang Lap Thanh need to be exposed to see if it is lawful.

It is requested that the Office of the District Attorney look into the matter, make an investigation to see if any violation of criminal laws takes place.

We really appreciate it, if your office takes any action in order for the people living in the City of San Jose to live in a society where rules of laws prevail.
